Some mods aren't becoming plugins... (HELP)

So I just got into modding Skyrim and I dowloaded a little over 15 mods and some of them became plugins that work and some are just installed mods that don't work when I actually start the game. Any help?

 

 

Examples of success (Successfully installed and became a plugin):
Climates of Tamriel

Realistic Water Two

Skyfalls+skymills

Immersive Armors

 

 

Failures (Successfully installed but not a plugin):

Cheats and God Items

2K textures

Macho Dragons

Natural Grass Texture Floor

UNP BLESSED BODY

Realistic Smoke and Embers

Dust Effects

I don't know about your cheat mod, but the rest of them are texture replacers and don't require plugins to work.
