Game hangs on contact in fights

So I've been looking all over the internet for a possible fix for this and so far I am having no luck. This is the second time I have installed/ modded Skyrim and everything is damn near perfect EXCEPT there is hang/stuttering when I am in a fight. It is like the game just pauses for a fraction of a second, only when one character strikes another - - as if the game has to calculate a ton of stuff at that very moment. It happens exactly the same outside as it does inside. There is literally no other lag in the game and its always at 60 fps aside from the hang in fights. Has anyone encountered this or a potential fix for it? Anything suggestion is welcome.

 

The mods I am using:

 

Texture pack combiner - lots of textures, too many to list

UFO

Skyrim Redone

Arrows and Bolt tweaks

 

computer specs:

 

i5 3570K @ 4.2Ghz

gtx 670 2Gb @1100Mhz clock

 

Every other game works very well and this hang issue is specific to Skyrim.

Oh! I actually had this exact same problem today. Really weird, too, I've never had it before.
Like, it doesn't freeze when you make contact, right? It only hangs? Like, for me, whenever my sword made contact, the world and time would stop, but grass would flow in the wind and I was able to look up and down for a few seconds before it starts again.

Anyway, I fixed that by going into the fort I was attacking. Inside I didn't have the problem at all. I typed PurgeCellBuffers into the console too, just for good measure, and when I left the problem disappeared.
I was up in Dawnstar at the time, I thought it might have been something to do with Locational Damage taking a while to apply scripts to body parts I hit, but freezing that mod did nothing for me.
Anyway, I hope I helped!

Do you mind posting your load order so I can compare it to mine? I'd like to see what I can and can't rule out as the cause, even though it fixed rather easily for me.
Maybe it's got something to do with save game bloat?
