Cell-specific modifiers or totems/"At Home" status

When I'm at player housing I'm usually running over my weight capacity a lot just in organizing and building other things, realized it might be nice to have a sort of "at home" status effect that would increase weight capacity for specific cells (in this case, those marked as 'home' or owned by the player)

 

But more than that, you might have a shrine cell in the wilderness that has a calming effect, wherein all animals and enemies cease to be aggressive under its effect, or might avoid it altogether. Or maybe a somewhat etherial cell where detect life is constantly enabled to everyone inside it. Or one that continually casts fear on anything under a certain level or without a certain item. Basically something that would give constant AoE spell effects within an area, but remove them outside of the area.

 

Alternately, if skyrim's definition of a cell is too broad or rigid, could an actor or item have the same effect? A lantern that gives a regen effect to everyone in its light, or an enemy that sows (the literal status) mayhem wherever it goes?

 

AFAIK this is already an easily accessed function in papyrus or somewhere else, but I don't think I've seen it before, and couldn't find anything like it when searching...would it even be possible to implement without continuous script checks? Because those are the closest I've seen so far, and the lag might be too high a price.But if it's something that could be implemented in a lag-friendly way I feel like it might also end up as an interesting resource for future mods.
