There are dozens of people working on several mods, that all use their own textures. I can recall one that is creating the entire sheogorath region of morrowind and others doing so. There are too many people around creating morroblivions and I've seen a lot, no really a LOT of people fail with it. It's on a monthly basis. You'll need a strong mod group of more than 10 people that know everything about morrowind and know everything about modding. With that size it'll take at least 2 years probably more to start off from scratch if everyone quit living their personal lives. Take a look who else is working on oblivion mods, post a topic at the mods-section at the official forums and you'll probably get to know more in an hour who's currently busy on one.
