Archery Skill Delay Found - Unable to resolve, Help?

Okay, so i've found a variable that causes the 3 second aimloop delay when using any of the Archery skills.

 

It's in the ABI_base, however it's not under conjureanim or castanim or speed or anything... instead it actually seems to be the flags variable. By default, all of the Archery skills have the flags variable set to 1. Simply changing this to a 0 removes this 'skill delay' or 'cast time' however... also stops the skill from properly starting a cooldown cycle (allowing it to be spammed). Note that the cooldown variable is indeed set for these skills, although ignored or not triggered.

 

I guess this flag points to a script that includes both the aimloop delay and triggers the cooldown as well?

 

So... who can tell me... where do I modify how the flags variables are handled OR what is another variable that I could steal and use? ><

 

And if I happen to be wrong or reaching for invisible strings, someone please feel free to point out my errors, thanks in advance.
