How do you add custom sound to weapons

Well, first off, you should post this in modification troubleshooting. And second, to add custom sounds, you will need to put them into the sounds list in GECK. The sounds are in the MISCELLANIOUS column. the easiest way to make them sound right is to edit an existing vanilla sound thats similar to what you want your sound (i.e if you want to add a weapon sound, edit WPNpistol10mmfire2D) that way the sound attenuation will be close to what you're looking for. Then change the editor ID to something else, in your case, WPNRIFLELANCERFIRE2D. then click the button right under the editor ID and find your sound. Just FYI, your sound should be placed in "C:\program files\bethesda softworks\fallout3\data\sounds\fx\wpn\" because when you browse for sounds it only lets you check the sounds folder. Then once you've done all that crap, hit ok and click yes to create a new form. then go to your lancer weapon and go to the ART AND SOUND tab, then click the ATTACK SOUND button and select WPNRIFLELANCERFIRE2D from the list. Do the same for ATTACK SOUND (2D). that should add it to your weapon. If you want an idle sound like the ripper idle to go with your lancer, then click the IDLE SOUND button and pick WPNRipperIdleLPM, then your lancer will make a chainsaw idling sound when you aren't shooting it.
