Massive Z-Fighting Can't Find a Fix

Ok, I've recently started a new playthrough, and for some reason I'm just getting MASSIVE and I mean ENOURMOUS CONSTANT IRRITATING z fighting. At the exit to the tutorial dungeon, the entire peak of the mountain in the distance is flickering in and out of existance. If I look out of Whiterun at the Throat of the World, everywhere where there is snow, it flickers. If I'm in the wind district and I look down at the White Run gate, the moss on the gate shimmers. If I'm in Farengars Study, and I look at the guard posted next to the Jarl's throne, THE PAINT ON HIS SHIELD IS FLICKERING! Needless to say, this is driving me insane, and I can't find a fix for it. I've tried looking extensively, and the only fix that is even suggested is this:

I've tried it, and it doesn't work for me. I do have the Immersive First Person mod installed, and the constant head movement does make this more noticeable, but there has got to be something wrong here, because this is just ridiculous. So I am asking, imploring, BEGGING! For some help here. I will post all the information I can below.

 

I do have ENBoost, version 5 installed with the v0252 version of the enb series. I have SKSE version 1.6.16. I have SSME version 1.8. I do have the latest Skyrim patch. I am using High settings except the tweaks suggested in the above link.

 

I am playing on a Lenovo Ideapad Laptop, with i7 Intel Processor, and Nvidia Geforce GTX 660M Graphics Card. My computer is x64 bit. I have 8 GB of Ram.

Ok, I've recently tried re-validating my Skyrim ini files, and that seems to have reduced it very slightly. But not much. I also feel I need to reiterate that this is not the normal z-fighting that Gopher complained about in his Stiv playthrough. I'm in Whiterun, (I have open cities installed) and I look out to the Throat of the World, not some mountain on the other side of Skyrim, and EVERYWHERE there is snow and rock, the texture flickers.

Ok, I have a backup of a pure vanilla Skyrim, I tried looking at the same spots with that, and there was no Z-Fighting. I copied over the ini files from that copy to my modded copy of Skyrim, no change. So its not my hardware or my ini files that are messing with this.

Ok, I fixed it. Turns out there is a setting in Immersive First Person view, that causes distant objects to flicker when it is a low number. The default preset (number 12) had it set to 800, the preset I edited and used (number 1) had it set to 10.
