What exactly are you trying to download? For future reference you should list what you're installing. Knowing this information could help others help you.

Those really shouldn't be causing any problems. But here's the directions for downloading files manually:

Search Google for 7zip or something like it, and download it.

Then on the Nexus, when you find a file you want, click "Download Manually".

Once the file opens, extract (or drag the file) into Morrowind's Data folder (Steam\SteamApps\Common\Morrowind\Data).

If asked to overwrite (or merge) a file, click yes. But be careful not to overwrite files that other mods are changing.

If an .esp or .esm file came with the download, once it is in the Data folder you need to make sure that the game is going to load them on launch. The way to do this is to launch the game from Steam. On the pop-up screen the game gives you, click on the "Data Files" option. Make sure that the new .esp and/or .esm have a check mark next to them. Otherwise Morrowind will try to load a file it can't access without them.

You can also try to let the Nexus Mod Manager (NMM) do all this for you as you have tried, but it doesn't always work as intended, especially for games older than Fallout: New Vegas. The reason for this being that Morrowind wasn't always NMM compatible, and as you can see most of the files in the Morrowind page haven't been updated since before 2011. So the mod authors did not make their files NMM compatible, but the Nexus put that option there anyway. My advice is that unless the mod page specifically says that it is NMM compatible, you should always do things manually.

:::As a side note::: Make sure to check the comments page before downloading anything, even mods that have 300,000 downloads and 50,000 Endorsements. The reason being that many mods have become unecessary post-patch, or they simply don't work as they were intended. The comments section is a great tool to figure out if the mod works and if there are any bugs, as well as getting the opinions of other people who have used it. The amazing quest mod that was supposed to span hours and have 5 new dungeons actually turned out to be a "find this item, return to this person" quest.

P.S. Sometimes when you extract Mesh or Texture folders, they won't merge. To fix this, simply open the new folder and drag-n-drop the items into the original folder (overwriting/merging anything as needed).

(If this doesn't help, let me know.)
