Load order, Killing me, PLEASE HELP ME!

I dont know if its a load order issue or my .ini files

 

Im lost, Everytime I get my skyrim close to perfect something goes wrong, I do a fresh install and end up back here for a couple of weeks trying to fix my load order, Any help would be appreciated, Really just want to play! lol

 

It CTD before the start menu and sometimes it says 'Skyrim fails to initialize renderer'
