Freeze/Crash when enabling Radio Stations

Problem Description:

I was unable to play Fallout 3 goty prior to this issue because it would crash on new/saved game load. The only way I've found to fix it was to rename the Data/Music folder. Since doing that the game rarely crashes and runs mostly fine even with mods. My issue now is that whenever I enable any radio channel the game will freeze up. My mouse cursor disappears and I can only shut it down using ctrl+alt+del.

Oddly enough... I can occasionally get the radio to work but then it will inevitably crash after a short while. For example I turned on Galaxy News Radio and Three Dog was talking and as he said he was about to play some music the radio suddenly went dead silent. When I went to disable the radio my game froze again. Some other odd things are that radios in-world work fine and I can also hear in-game sounds while it's frozen. Does anyone know how to fix it so the radio works? I always really enjoyed listening to GNR while playing.

If anyone knows a way to fix this that I haven't tried yet it would be greatly appreciated.

What I've tried to fix it:

  • Changing Music folder name (This was required to even play the game).
  • Changing the bUseThreadedAI and iNumHWThreads in the Documents Fallout3 folder (FALLOUT.INI).
  • Re-installing with .NET 3.1 disabled.
  • Compatibility for XP and Vista
  • Run as Administrator
  • Using d3d9.dll (Also tried with SweetFX and ENB)
  • Assigning .ogg and .mp3 files to be run by Windows Media Player
  • Using the unofficial fo3 patch
  • Disabling Games for Windows Live
  • Disabling Second Monitor
  • Disabling visual themes & desktop composition
