[Help request] Pixelated hairline/hair shine on modded Fallout 3

Hello Friends, sorry if this has been resolved in another thread, I searched around but didn't find a helpful thread regarding this problem.

In my modded Fallout, I'm having issues where the hair line or the shine on NPCs hair is pixelated/dotted. You can see it when you open the example screenshots below in full-size:

Is there any way to correct this? If I turn Anti Aliasing off this seems to disappear, but any other setting brings it back, regardless of the value I give Anisotropic Filtering. How can I get rid of this pixelation without having to settle for extremely jagged lines due to turning AA off? I would appreciate any help.

I have a Toshiba Satellite A500 with a Intel i5 processor 2.4 GHz, 8 GB RAM, running Windows 7 64-bit.
My Graphics card is an NVIDIA GeForce GT 330M (driver version 327.23) Graphic Memory: 1024 MB DDR3
I followed all of Gopher's tutorials for modding my Fallout. This is the only thing I'd like to fix visually.

I also am using the Large Address Aware Enabler for FO3, and launching the game using the FOSE button on the Nexus Mod Manager.
