Skeleton modding

hi guys i hope i can find some help.

 

Atm im working on a HDT Tail and i made some progress already but my main problem is that the tail has to few bones for HDT.

 

Now i wanted to add some bones to a Skeleton but i cant get it to work i dried with Blender,3dsmax and nifskope but nothing works :(

 

So i hope someone can give me a hint or a howto so that i can make that i searched hours in google and here for a tut but didnt find anything :(
