Staff Overhaul- reduce spell cost replacing staff charge

Staff charge is annoying to deal with, and the fact that mages have longer charges is sort of counter-intuitive; it makes sense, but the people who really need the charge are the melee people who use staffs to augment their ranged equipment (fireball/lightning/ice spike) or assist their close-range combat (wall of flame/lightning/frost).

I'd personally use staffs more if they merely reduced the mana cost of the specific spell. "90% reduced cost to cast Fireball," for instance. This could stack to some extent with "reduce destruction spell cost" items, or not, I'm just throwing spinning rim concepts around. Maybe the change is merely adding a new type of staff, if you still want charged items, but want this idea also. In the end (or rather the beginning), the initial desired result is that staff charge is replaced with spell reduction. At least in some cases.
