LE "Blood Star" spell from Diablo?

Could any skilled modder make a spell similar to "Blood Star" spell from first Diablo game? It was used mainly by Succubus monsters. Player character could also use it, but only in red color.

I suggest using recolored Magelight spell for projectile:

I think it should have really high damage, as it's moving very slowly and it's hard to hit something with such thing (I tested with magelight ;p ). Should take two hands to cast.

Maybe add Health and magicka drain and level scaled damage (if it's possible), so it won't get crappy or way OP at any stage of gameplay.
