Very weird grid texture bug

After rebuilding my mod list on a fresh install of legendary edition (in a new empty directory) I managed to get (almost) everything working properly. (I had to abandon a mod here and there that wouldn't behave) But now I have a persistent yet random texture bug that can be very immersion breaking. (the primary purpose of most of my mods)

 

Whenever I play, random objects will have an almost textile like grid pattern on top of their textures. It can have a color shifting effect, sometimes appearing blue, and blue and green, depending on the underlying color. Sometimes it makes part of the texture transparent, causing them to look like nets or screen. It also scales with the screen, not the object. Meaning from far away, the grid will appear large relative to the object, but as you approach, it stay the same size as the object gets larger.

 

I first noticed it on big rocks but then I saw it on dirt in the road, and then on all sorts of things. It's not permanent. I can save while I'm looking at the bug, then reload the game and it will be gone. But then it will pop up somewhere else, and another place, and another place... I've seen it on swords, trees, my character, mod added ducks, smelters, and more, inside the menu and out.

If your not running the game with the graphic setting "high quality textures"

 

Your going to notice that player made textures do not downscale well.

 

If your pushing more than the GPU will handle the very same result can be achieved.

 

If you use a third party APP to downscale textures the same effect can also happen.
