NPC's not using weapons

I've started a brand new game and I've run into some few errors that I'm slowly working with to patch up.

one that I've noticed, and not sure if intended is that bandits will sometimes not use there weapons because

they have non on them. I use SkyRe and I don't remember this being a feature.

 

Also, certain NPC's will hold there hand out as though they have a torch when really they don't have a torch.

and a final minor problem is that I use a digitigrade argonian feet mod and some boots wont equip when I try

to, they don't render on my feet.
