Laptop recommends ultra settings but in game gets like 20 ft rames

My laptop recommends ultra settings but when I get in game I get 20 frames. I know the obvious solution is to turn down the settings but I'd like to be able to play on ultra. I have no mods and all of the dlc. I've looked around for a solution for weeks but I couldn't find one that worked. I've checked task manager to see if there was and resource allocation problem, but both CPU usage and Physical memory are below 35%.

Here are my specs:

GTX 560M

12 GB Ram

i7 processor @ 2.00 GHz 2.00GHz

3 GB of VRAM

 

Like I said its not that much of a problem to turn down the settings but I'd just like to know if there is a solution.
