Low Fps Problem

Hi everyone, I'm having some problems with Skyrim with and without mods.. I always have 30-35 fps, and when i record with fraps it goes down to 20 and sometimes the game crush!

I just don't know why, but I think that with my computer the game should be smoother and with high fps.. Here my specs:

Video Card: Asus HD 7770 Series

Processor: AMD FX-6300 Six-Core

Motherboard: ASRock 970 Pro3 R2.0

I built this pc 1 year ago with a budget of 660€, if you need other information about the specs just say it..

Hovewer I read in internet that if you use a television as monitor you can lose fps, is it real???

Hoping for someone that can guve me some advice! Thank you very much!
