NPC scripted meetings are not occuring

hello

lately ive noticed something wierd NPCs meetings arent happening correctly

for example when you enter whiterun for the first time your supposed to see adrianne talking with that battleborn guy. well i see her talking to thin air

same with the companions quest line i cant see aela in the underforge when i become a werewolf and skjor just cuts air

also in windhelm when i get in i see only one of the dark elf haters the one in rags talking to thing air

i have no idea what might be causing this so any help would be most appreciated
