When you level up, Skyrim waits until you go to the Perk screen to actually increase your level and your stats. The problem is, when you go to the Perk screen it FORCES you to increase your level. This wouldn't be such a problem (you could just avoid going to the Perk screen until you were ready to level up), but if you have multiple level-ups pending, Skyrim forces you to increase ALL of them - you can't decide to exit with only one level-up, at least I haven't found a way.

 

This is a big problem when you want to train all five times between leveling. It can be very hard to get the money you need to train without actually levelling, especially in the early levels.

 

The simplest solution would be a 'Cancel' button on the attribute selection window that just bypasses levelling. I don't know if this is something that could be done with a mod, though; seems to me Bethesda would actually have to implement that.
