Before you play police get informed first. Kaburke is the guy who maintained and developed further FOMM for FO3 after Timeslip has stopped development with his permission.

So this is the official FOMM for NV and FO3.

I'm using the New Vegas Mod Manager, but i used FOMM in fallout 3, so il be tracking this one :)

Installed, checked to use on NV. It loaded/showed my mods alright, but when I right-clicked pressed "check all", it crashed. Clicking "uncheck all" crashes as well. Haven't tried anything else yet.

Just to clarify (hopefully), FOMM was released under the GPL, meaning anyone can release their own versions of FOMM (as long as they adhere to the requirements of the license). The prohibition to change that you quoted is to the GPL license itself. In other words, anyone can change FOMM, but no one can change the GPL.

The option to make the .esm's have bold letters was left out or did I miss that somewhere?.

It was left out, for now. I hope to add it back in soon ("soon" being once the major bugs are worked out).

Just so you are all aware, I am going to be release updates to FOMM very very frequently to start. Basically, as soon as I get a bug report I am going to fix and release. I am only doing this as FOMM is alpha, and I want to get as stable a version out there as is possible. Once the major bugs have been killed off, the release cycle to slow down to something more sane.

The manual install (7z) version of FOMM (from sourceforge page) appears to crash upon clicking the OK button in the Settings menu.

My install went ok and I manually copied the mods folder from where it was to the new location, and the installlog.xml and loadorder.txt.bak over too. (From where the NVMM fork of FOMM 10.41 kept them.) All worked fine though I had to re-enable all the mods.

I was able to install a .7z mod perfectly fine.

One .rar mod gave me a non-crashing error, "Exception of type PackageManager.IllegalFilePathException was thrown. (/Modname.esp) The mod was not installed." The file structure inside the mod was not perfect, it was a folder named for the mod and inside of it was the .esp and a Sound folder. Fomod Status showed the file list ignoring the folder name as it should but still kept the leading / which it doesn't do for the other mods.
(Note that I'm typing / instead of backslash so that it will show up properly.)

Another .rar mod which only contained a Texture folder installed and activated properly, but when I went to assign it a group it crashed the package manager, here's the crashdump.

I was able to assign a group to that .7z mod I referred to earlier without a problem. I havent tested a regular .zip mod but I assume those will be fine, I'm just glad the .7z works (it didn't in the fork.)
