Guns for NPCs and Magic Overhaul

My dream mod would make the following changes to Skyrim:

 

Magic overhaul:

- drastically lessen the use of magic by NPCs

- remove most spells, leave/add only the ones that are grounded in the myths of the real world.

- merge all magic talent trees into a single, realistic and immersive, fancy tree.

- make all visual effects of spells almost unnoticeable, very subtle indeed.

- remove dialogue option about Winter Hold from the inn keepers.

- make magic something mysterious and uninteresting for most of the inhabitants of Skyrim.

 

Adding guns:

- add a wide variety of quality looking, immersive, Dwemer artillery, ranging from rocket launchers and sniper rifles to assault rifles and hand guns.

- the weaponry should differ by zoom distance, projectile speed and distance, bullet calibre etc.

- adjust the AI behaviour to react realistically to gun fights, thus they run and seek cover first, instead of heading into the bullets like they never seen a gun before.

- NPCs should have full access to the use of the new artillery, guards should for example be armed with rifles.

-adjust projectile physics, no auto aim, less vertical yaw, etc.

 

Other important changes:

- replace all paralyzing perks with toppling the target perks. (enemy still falls over, yet not stiff but ragdoll like, doesn't fly up as on shield bash, but falls to the ground)

- ...

 

Compatibility:

The mod should be at least compatible with, or implement the following mods

- Locational damage

- Realistic crime report radius

- Realistic ragdoll force

- master of disguise

- immersive detection of NPCs

- Enhanced blood

- Inconsequential NPCs
- (Destructible bottles)

 

For utter compatibility I feel like the use of scripts that add AI packages and other stuff dynamically, on top of other mods and initial files, is the way to go. I have experience in 3D modelling, texturing and basic TES Tools, yet I think I lack the scripting skills to make this work the way its supposed to work. In any way possible I would like to assist with this project, where needed.

Summary:
Convert Skyrim into a more steam punkish, immersive shooter experience, without loosing its initial depth and immersive qualities. I dislike the atmosphere of Fallout. its not supposed to ever be like Fallout. Its still gotta be Skyrim, with guns being immersively introduced as a dwemer invention and Ralof steel smiling during the execution of his fellow storm cloaks at the intro :) I sincerely hope that this project will be realized.

 

P.S.

I have started on the physics adjustment and perks, proved to be easy, but no idea where to begin scripting dynamic AI behaviour and adding guns, please help.
