Weird screen tearing with and without enb?

Hello. so recently after reinstalling a bunch of mods and troubleshooting my load order to the point of perfection, ive noticed that when turning my camera around, horizontal lines or "screen tearing" occur for no apparent reason.I use k enb and have never had this problem previously. i have tried reinstalling both the k enb and the wrapper file for it to no luck. i have also tried tweaking my skyrim prefs, skyrim.ini and turning v sync on and of along with switching an fps limit on and off with no luck. I haven't been able to find a solution online so far so i really hope someone is able to help me soon!

Also the problem looks something like this just thinner horizontal lines.
