I was really hoping to play a winged character, so I downloaded the 'Wings Galore' pack from the vault and GFF editor and followed the instructions given, but so far I've gotten nothing, I edit the 'Wings' value on the character, using different ID's just in case it was one wing type in particular,  I've tried using the TLK editor instead, but nothing I do seems to work. I've done it for an un-exported character, an exported character, I've tried editing the localvault and savedgame versions, but still nothing.

I have no idea what I'm doing wrong and help would be greatly appreciated.

Edit: I've also found references to editing the playerinfo.ifo file, however the only I can only find playerinfo and playerlist, and both are VLC media files.

RESOLVED!

Apparently, having the VCL files were the problem. Uninstalled VCL player, edited playerlist.ifo and suddenly, WINGS!

ADDENDUM

Ah, aha, *long sigh*

...If anyone happens to know how to use the toolset to tint said wings, that'd be awesome, I keep seeing references to it, but you think I can find a tutorial?

For the ones your player character has, you would tint them the same way that you added them, by editing the playerlist.ifo.  There should be values attached to your wings for the RGB channels, separated into R, G, and B.  You'll have to find out the RBG values for the colour you want.

Or, if yours is the only character that wears those particular wings, you can just open the texture file in an image editor and tint it directly.  It may be a DDS file or a TGA file.  You'll need to find an image editor that can open DDS files if it's the latter.  Gimp, one free solution, will open them.
