A real FO3 Pip-Boy radio sutter fix, for example via FOSE Plugin

As many of you probably know does FO3 have a lot of problems with the Pip-Boy Radio.

We talk about the stutters that occur when you play the radio. All other sounds work fine in the game though.

FO3 has a problem with MP3 files. I read once something about Win Vista and 7 having no HAL or something and this would cause no way to hardware accelate the sound of the game engine or EAX or whatever.

(Cant really remember precisely)

 

Some sound cards/chips or systems in general have no problem in it, some have though.

Me for example having an ASUS Xonar DX and also this problem.

I know that there are many fixes like using new codecs, ini edits or converting to WAV files.

Only the WAV file method working for me though. I installed and disabled many codecs whatsoever and never had any luck, sometimes it got even worse and the game crashed.

Ini edits didnt worked either. The only thing that worked was that WAV method. I personally think its kind of a hassle to use this fix because of converting and esps etc...

The only other thing that worked for me was activating GX in my audio driver panel. GX is some sort of EAX emulation for ASUS cards. Seems to fix the issue for FO3 although I got another problem through it.

Always when this is activated and I close the game the sound hangs and repeats itself forever. Only fix is to reboot the system. No fallout exe running anymore, so thats not the problem.

I found another fix where its enough to deactivate and activate the soundcard in my device manager.

 

Well, as you can probably see nothing of those fixes is perfect or a fix for everyone...

Thats why I request a working mod for it which alters the way how FO3 handles MP3 files.

Probably it must be a FOSE plugin. Fallout New Vegas doesnt have any problems with MP3 files and I would like to port the way how New Vegas uses MP3 files into the Fallout 3 game/engine.

I heard that using TTW fixes this issue also, probably because the New Vegas Engine is used.

 

Is this possible or could anybody do this, to either make a mod or plugin for this?

Or is this not possible? I think FOSE would make it possible but im no doctor in this...

 

I hope that some skilled moders can leave some replies to this.

You would make a lot of people happy with such a fix, a real fix without any hassle or codec tinkering...
