Skyrim crashes before bethesda logo

Skyrim crashes before the bethesda logo and the error message is just the old "Skyrim as stopped working. Windows is checking for a solution to the problem"

Possible causes: I uninstalled ApachiiSkyHair.esm, the optional file ApachiiFemaleHair.esp, and camillaredone.esp that required only ApachiiHair.esm

Earlier today I installed Realvision ENB (performance edition) and Flora Overhaul. That's when the mod first stopped working but since then I have uninstalled both of them.

I uninstalled ICBINAENB 3 manually because it didn't have the option to install/uninstall through NMM

What I've tried to do:

I have verified the integreity of gamecache through Steam

Use LOOT to see if anythings wrong, but LOOT isn't showing any errors.

I do know that it isn't an NMM issue because I tried started Skyrim through Steam instead of NMM/SKSE and it still didn't work. Yes, I do have SkyUI and SkyRE.

I don't know how to post my load order without typing it up, so here it is in pictures:

So, did it EVER work with Realvision, or was it a crash-fest from the get-go?

It never worked with realvision/flora overhaul. It started crashing when I installed and even with I uninstalled them.

Edit: I deleted the d3d9 and now it kind of works, (d3d9 is in a folder on my desktop, not deleted completly) it doesn't crash before or after the bethesda logo but when I try to load a save, like, 10 seconds into the loading screen it does.

Also without d3d9, it's like a windowed mode, but worse because I can't see the bottom 1/4 of the screen. (I couldn't see from the load a saved game on the main menu screen)

No, I don't have windowed mode checked.
