Followers and Conjured Beings Attack Slow?

I've been trying and trying to get this to work but nothing is helping,

 

So first of all i'm using interesting npc's and its one of the followers from that mod that is attacking really slow, and also because i'm doing a magic play through all my conjured animals and atronachs are also attacking super slow.

 

I've tried the old.

 

1: Release the follower

2: Console, click the npc

3: Disable

4: Enable

5: getav weaponspeedmult

6: restoreav weapon speedmult 1

And every time it shows up as having a weapon speed of 0.15 and when i try to change it it doesn't change it just stays at 0.15!

Please help.
