Odd slow moving glitch

This is defiantly not fixable with going in and out of my inventory or pressing caps, I also don't think it is a sneak bug.

I am not a vampire either I also emptied my inventory. reloading a save didn't work no matter how far back i went.

 

when the glitch started it happened when i tried to walk, when i reloaded it switched and happened when I tried to run

I have only seen this posted anywhere else here:

but it didn't go anywhere that helped me, i also have the latest update of skyrim

 

If anyone can help or have Any ideas please let me know. in the mean time ill try to fix it my self

Well here's what I tried to do to fix it:

 

1. I disabled all the mods except Skyrim. Didn't work.

2. I disabled all the textures except Skyrim bsa. Didn't work.

 

Next I will try to reinstall SKSE and other ini files to see if it's something that got saved into a file that I don't.

RnD, Wet and Cold both slow you for wind or food consumption...though that would show in Magic Effects.

 

Is it just your pc, or is everything slowed? (pc=player character in this case)

 

Everything is slowed, whether I turn ENB on or off, whether I have 255 mods or 0 mods.

 

I might just reinstall.

Do you have "FPSClamp=" in any INI for skyrim? including: skyrim.ini, skyrimprefs, custom_, and any INI in your data folder with a mod name.?

 

 

IF so, remove it and save the ini.

 

IF not, look in enblocal.ini for limiter, raise it or disable the limiter.

I did have the FPSClamp line, I'll see if that helps
