Change level up attribute bonuses

Hi guys,

Have you got any idea how to change the magicka and stamina bonuses attributed while levelling up? I would like to set them to 100, while health bonus remains 10.

I have no clue how to change it with the Creation Kit, and I would like to avoid scripting as much as possible.
