FOSE opens and closes infinitely

So I've been running Fallout 3 modded to a decent degree just fine for the past month, even upgrading my W7 to W10 didn't mess it up. However when I bought a new SSD and did a clean install of W10 and just backed up everything else Fallout 3 has broken itself somehow int hat process, no matter what I've tried I can't get it to load correctly. I even have booted into my old SSD to try and launch it from my W7 upgraded to W10 drive that originally had it but it's now broken there too. I can get every mod to load perfectly, except FOSE will start looping itself into closing and opening so rapidly that I can't stop it except by deleting the fose_loader itself. I'm at my wits end on how to fix this and would like to see if anyone could help me?

Can anyone help me see what's wrong here and preventing it from working?

Yeah, I've pretty much given up, Makes me really sad. Even booted into my upgraded Windows 10 old SSD, instead of my clean installed W10 on my new SSD and moved Fallout 3 back into it's place, and it was somehow still broken even though it was working fine before it was moved at all. I really wish someone could help me with this but I don't think there's enough to go on.
