Im not sure if its a bug or what but when I load a save everything loads with ultra quality texture and lighting however as I play the graphic eventually drop to lowest quality can some one help me? I play on high settings or at least thats what Iv set them to on the options tab I have also got the new ninvidia driver so its not that my drivers are out of date either.

It appears to me as if it is not loading textures properly. I've seen lots of cases where I'll be looking at an object for which some bizarre low-quality texture was obviously loaded instead of a high-quality texture. It's quite obvious and really annoying. Sometimes leaving an area and coming back will fix the problem. Other times it won't help. Overall it's pretty random for me, and will occasionally even effect items displayed during loading screens. Ugh.

the problem is,that the game DECIDE for you whatever you are worthy of using PS3 textures or not,if not enjoy PS1 ones.

texture settings is there for old time sake, but other than just showcasing it,they have no use.

i'd suggest throw F4 on the dusty shelf, because it's riddle with bugs, unoptimized and broken.

settlement mechanics look like made by blind, one handed man.

Bethesda has disappointed me. This is bad. It clearly is untested. The gameplay is fun, but graphics from the 1990's makes it unplayable.

What I don't quite understand is how they've managed to get this game to perform this poorly while simultaneously looking bad. I realize it's all about the story, and I generally prefer a good aesthetic over pure feature-driven-graphics. But even on my dedicated gaming rig with everything maxed it still look pretty poor and while it runs fine on that equipment, it's no screamer (about 1/2 the performance of Skyrim). Overall, it's like the game doesn't really look any better than F03 in most ways (and aesthetically not even as good IMHO), but has something like 1/4 the framerate at the same resolution. It's crazy. One would have hoped that their programmer would NOT be (apparently) the absolute worst at optimizing code of anyone on earth...

And just try getting it to run on an Intel Iris 5100 whatever chipset (just did that for my daughter today). This is a chipset that can run Skyrim no problem at full quality (except Shadows of course) and even with some higher-quality tweaks, at a reasonable resolution. I had to reduce the resolution of Fallout 4 in the ini file to 640x400 with every single graphics option set the minimum possible settings and things like grass forced completely off.

How seriously bad do your programmers have to be to make a game look 0% better and take 4x the graphics power? It's crazy...

I had the same problem. I'm using a MSI Z97 mobo. My BIOS was outdated, so I flashed it. Then I found out there is a MSI specific device driver for the onboard Intel chipset. Updated the Intel chipset device drivers. Then I found out there was a MSI specific device driver for the PCI-E 3.0 network bus, so I updated it. Started Fallout 4 and it correctly picked up my NVIDIA GeForce GTX Titan X video card and set up the video parameters to Ultra. No stuttering and a stable 56-60 FPS. I suspect my problem was using a Microsoft generic PCI-E 3.0 network bus device driver.

So, visit your mobo manufacturer's website and download and install any specific device for your motherboard. The PCI-E 3.0 device driver is critical. Most people think that having the latest device drivers for their video card is good enough, forgetting the video card talks to the rest of the mobo through the PCI-E 3.0 bus.
