Weird Laggy Fog

So I've been playing oblivion for a few hours and I've been having this fog pop up in my game seemingly at random. It normally comes up when I am walking around a few cities (especially Bravil) and sometimes when I am walking around on the roads of Tamriel. When the fog appears it is super hard to see anything and the game goes from 100-60fps down to 10-20fps at best.

My specs are:

CPU: i5-3570

GPU: R9-280x

RAM: 8GBs

 

and my mods are:

Oblivion Character Overhaul 2

Oblivion Reloaded

Dark UId DarN 16

Elven Map Redux 2

Qaul's Texture Pack 3

Unofficial Oblivion Patch

Unofficial Shiver Isles Patch

Unofficial Official Mods Patch

 

I have the game running in boarderless fullscreen with all the setting maxed out at 1920x1080. I did not mess with the Oblivion.ini or any of the Oblivion Reloaded .inis.

 

To see what the fog looks like look at the picture (I am also standing in Bravil in this picture).

 

 

 

If you guys have any ideas on how to stop this fog from appearing, please let me know.
