I've got a Geforce RTX 2080. Are these settings https://imgur.com/6yMv6yr still up to date?

Well, I don't think so. First time I used Ultra Halk settings and probably the last time xD.
If Textures are set to High, game looks really really beautiful. But when I start using these special settings, I get the low Textures bug and everything looks washed out. Maybe I'll try to combine HD reworked with Supreme to Extreme Graphics Options.

Is there any difference between HD reworked High and Ultra on 1440p anyway?

Yes, there is a very huge difference on 1440p ultra to 1440p HDRP
I dont know what is wrong on your side, but if it work correctly, its amazing.
Maybe try to double check the texture quality setting ingame, i experienced it changed itself to low from HALK sometimes in the past.
