I don't know if thats suggested before if so please excuse me.

 

I like how I can destroy, scrap bunch of crap. With lots of mod we can even scrap bushes vines etc. But we need a tool to scrap world besides settlement. I mean go to diamond city and scrap shitty things around. Or scrapping while questing. Time to clear Commonwealth guys. With teleportation technology it would be logical to teleport our scrapped items to our bases.

 

About scrapping it would be best to count as steal if you scrap not owned things to prevent total cleaning.

There is a mod to build workshops out of nowhere and be able to scrap anything in your newly created settlement.

Not exactly what you're looking for : you'd have to create and delete settlements everywhere you go. Too tedious, but it's something.

OP, why not instead of you doing all the work, put some of the settlers to work doing some of this. As they clear an area out, carefully, they expand outward some, or give you the go ahead to set up another settlement there? You may still have to go in and clear out say raiders that are squatting, or super mutants, or something, but they would come in, later, and clean up where they are, then clean up the area around, and keep going. Also, they would open up buildings, and board up, block up, etc. some areas, and you can put beds, etc. there. Basically, they go out, clean up around houses, etc. with an armed escort, then haul back stuff they can scrap, and let you reap the benefits. also, they would set places up to be settled later on. (They would even set up a workshop bench for you.) And you would, eventually, take over the Commonwealth, as settlements grow, and prosper.
