Is it possible to use GetFirstRef/GetNextRef in a quest script?

These are fose tools. I have a persistent activator following the player and getting the refs of actors for my purposes. But is it possible to use those commands in a quest script, like as if the quest script is following the player and doing its thing every 5 or 10 seconds instead of the disabled activator using GameMode so aggressively? If the quest script is using GetFirstRef/GetNextRef 200, is it following the player and only touching actors in the active cell the player is in? I haven't tried which sounds really lazy, sorry.
