So I am currently waiting on my new CPU and I am wondering if these specs would be able to run skyrim with heavy graphics mods and enbs.

Specs:
CPU - Intel Core i5-4590
GPU - AMD R9 270
RAM - 16GB DDR3
OS - Windows 8.1 64 bit

The heaviest? Nope, but 1-2k with a light enb.

Around what fps would I get, if you don't mind me asking?

"FPS: 25-40fps Outdoors, 60fps Indoors at 1080p. 10 extra frames at 720p."

The person who made the vid doesn't have the exact same setup as you, but the GPU is the same - so I'd expect about the same with your rig. Maybe a tiny bit better because of your Intel CPU, and Skyrim's favouring of Intel CPU's.
