Is my CPU too weak?

Hey guys, I am having an issue with my Skyrim performance. With my specs I am able to get 60 solid fps on ultra around most areas in the game but when I look at a city far away or go into a city, my fps drops to 40 fps and becomes very stuttery. The same issue even happens when there are a lot shadows that have to be rendered, like big open caves and such. I tried to bring my graphics down low but I still get the choppy 40 fps looking at cities. I know that shadows and decals are rendered using the CPU and I am wondering if my CPU is too weak or if my CPU is bottlenecking. I know it is not my GPU because when I install the Enhanced Lighting and Effects mod, the additional shadows rendered by the mod are rendered via the GPU and they never create lag or extra stuttering. I am relatively new to PC gaming and I do not know what to do about the crazy stuttering I get in cities.
My Specs:
Operating System: Windows 10 Home 64-bit (10.0, Build 10240)
Language: English (Regional Setting: English)
System Manufacturer: Alienware
System Model: Alienware 17 R2
BIOS: A05
Processor: Intel® Core i7-4720HQ CPU @ 2.60GHz (8 CPUs), ~2.6GHz
Graphics: GTX 980m
Memory: 8192MB RAM
Page file: 3546MB used, 6521MB available
DirectX Version: 12

sounds to me like you have incorrect/bad ini tweaks or settings

are you running OTHER mods? you mention elfx etc, but to really help people may need more infomation like load orders, texture packs installed etc etc?

I see alot of guys overload they game with hd 2k-4k textures and HD lod etc etc not understanding the memory system of skyrim properly... most either have ctds constantly or similar issues to what your having

Would love to help but i feel kinda like a blind kid poking at a copse with a stick condering what the warm gooey stuff spraying me in the face is....

maybe use the

text command and add you skyrimpref.ini, load order etc etc so myself and others can have a look see if we can find any problems??

one thing is also, are you running an enb?

if so have you disabled the antianalising etc etc in the launcher? as enbs have their own seetings for this

Hey, thanks for replying! It is 100% vanilla Skyrim with the vanilla skyrim.ini and skyrimpref.ini. I am running no other mod, no skse, and no third party boosting program.

I am not running any enb or enb base file; whenever I use an enb, my game become very dark grey and performance is lost.

Disabling AA and antistropic filtering do not give a change in performance.

I used to run mods but they gave worse performance, especially city mods (10 fps Skyrim isn't pretty).

Since I do not have mods installed, there is no load order.

I cleaned the files via TES5edit.

I am really new to the nexus, how do I do the spoiler command?
