Recent Mod Installation Causing CTD

Hi, Im new with modding and im looking for some help with possible problems with my Load Order. I've recently installed some mods and the game crashes just when the Imperial emblem from the starting menu appears (that H-like dragon). I have the load order here (Sorry for my bad english):

have you run LOOT and TESedit?

Yes, i run both, but i locked some mods load ordem because LOOT likes to mess them up (the PerMA mods).

Sometimes it loads the main menu, but when it is in load screen it crashes (sorry for my english).
