Third person stutter with controller

After looking around the internet it seems that only a couple of people have this problem, and no one seems to have a fix yet. When playing in third person with a controller I get an annoying stutter when moving or looking around. I'm certain it's not an FPS problem, because the game doesn't stop, just the camera movement, almost like some kind of auto lock-on that locks on to anything I look at. When I take out a weapon the stuttering stops, and the problem isn't there at all when I'm in first person or I use a mouse and keyboard. But I prefer using a controller so I have more control over my movement speed, especially when using stealth.

Did you ever fix this? I get the same thing with or without controller. In first persion everything is butter smoother I never drop below 60 fps under any circumstance so this is just really annoying.
