How to force start a quest? (SPOILERS)

I was working on the quest Shattered, where explore Kellog's mind and get information on the institute. I completed this quest, but when I went to speak to Amari, she didn't give the dialog that should have been there. Instead, she used placeholder dialogue (Like, please do not kick or damage the memory loungers). After that, I got off and when I got on next, I had a quest marker that wanted me to go BACK into the area you are in when you explore kellog's mind. I force-teleported there using console, and I couldn't proceed forward with the quest at all. I've tried "completeallobjectives" and "startquest" to give me the quest that would usually come afterwards, but, startquest does not work. I have already completed the game, so don't worry about spoiling it for me if you need to in your answer. Thank you!

Try:

completeallobjectives MQ204

this should complete Shattered.

Then:

SetStage MQ203 310

that should give you the "talk to Dr. Amari" quest stage.

Make a backup of your save or something in case it makes it worse though.

Do you happen to have the editor id of the quest "The Glowing Sea"? Dangerous Minds is already completed for me, and I just need to start The Glowing Sea in order to be able to continue.

You can find the ID's with the ShowQuestTarget (sqt) command. They won't make much sense, but keep in mind that they tend to follow a specific trend. Railroad quests will be RR101, RR102, etc. Brotherhood of Steel will be BoS101, BoS102, etc. You can then take the ID's in the console and type sqo RR101 to see if you've got the right quest ID. For Glowing Sea it should be a MQ (Main Quest) number.
