On the one hand shooting just about anything in the head is way under powered in F4.  On the other hand it's silly how few raiders, gunnerers, ect  wear serious head protection (ie mil spec helmets).   There's already a great mod that makes headshots a lot more damaging. 

 

Is there already or could someone make a mod the just increase the percentage of actionable NPCs who wear the vasrious helmets in the game?

More helmets as well. I feel like i can count on my hands and toes how many there are.
