On the other hand it's silly how few raiders, gunnerers, ect wear serious head protection (ie mil spec helmets). There's already a great mod that makes headshots a lot more damaging. Is there already or could someone make a mod the just increase the percentage of actionable NPCs who wear the vasrious helmets in the game?
