Bow and arrow and/or crossbow

Bows and arrows! what more needs to be said? they fit perfect into the lore of fallout, theres plent of potential for various arrow types(standard, armor piercing, fire, poison etc.) and they are in my opinion the only ranged weapon of choice that fits well for the cloak n dagger playstyle. I dont really know s**t about mods or how they are done but from what I hear the animations are the big issue with longbows but couldnt a skilled enough modder just use the animations from Oblivion or Skyrim? What do you think?

Unfortunately, we're limited to the Fallout 4 animations. It is my (admittedly very limited) understanding that anims from FO3/NV/Skyrim are all 32 bit, and the FO4 ones are 64 bit. So, its not as simple as pulling the anim from one game to another. They're literally coded differently.

Animations for any game can technically be imported into a 3D program and used for something else. They certainly can. The main issue right now is that until the Creation Kit comes out for Fallout 4, we're not going to know whether its possible to add in custom animations like you can add in a new weapon, a new outfit, or a new quest. Skyrim had the issue of ther being no direct way to register custom animations in the Creation Kit until FNIS came out and made that a reality, so if it's the same with Fallout 4, than we'll be waiting a while for custom animations.
