This idea comes from a Mod called "Hawke Blood Smear Face Paint". It makes me think about Nelliel Tu Odelschwanck from Bleach.

 

The mod idea is to make an outfit of this character, one piece clothe and a Skull helmet. I don´t really know how to do it, but I think it may be done with CBBE, or outfit studio.
