Your loadorder is wrong. DLCCoast must be loaded directly after DLCworkshop01

Use loot to sort it.

I also suggest to only use Settlement Keywords Expanded (SKE) for the time being, the original SK is outdated. In the screenshot I can see the SKE menu, which is good, but in the loadorder I see only Settlement Keywords, so maybe check for updates.

This almost certainly means you uninstalled a mod incorrectly. Mods that add things to the settlement menus via scripts come with VERY specific instructions about how you're supposed to uninstall them, which I believe you did not do. Unfortunately SKE will not help in this scenario. If you can figure out which mod it was you removed incorrectly you MAY be able to fix it by downloading a fix from that page. However you may need to restart a new character as well.

To prevent this in the future, simply read the instructions on every mod's page that you use.

Odd. If it works in a new game but not on a saved one something is not firing correctly, probably a script. No idea how to fix that, sorry.

i thought this wouldn't be a happy ending, so thanks you so much for the help and if someone has more ideas please let me know

I Seem to have done this too. my saves corrupted and with a friends help we got them back, I didn't want to lose a 184 and a 62 level character. I really don't know how he saved them but I had to turn all the dlc and mods off to do it and lost everything built with mods (everything basicly, I have around 180 of them). I'm guessing its something that wanted me to craft and take a chem to uninstall first that has deleted my furniture tab, maybe the soylent green or warehouse extensions to manufacturing extended or the synth cloning facility mod. anyway I hve only myself to blame for an overbearing save file size and deserved to lose my hoard and towns and now after turning all my mods back on I have to hunt down the furniture tab.
