As far as I love hearing it swear the commies in german, the echo sounds a bit odd too. This or it speaks too loud for being so tiny. It would be even more noticeable indoors.

I cant seem to find Prime is there any chance he wanders outside sanctuary and if so is there a CMD line to summon him to your position?

There is no point in translating it.
It is no barrier when text is in german because speeches are in all languages.
Everything will be the same without that little exception!

To be fair, the normal, full sized Liberty Prime isn't balanced for the game either.

Playing the BoS quest to march him to CIT, I was level 58 (long story...) and his level didn't scale, as he was still level 42. This despite the fact that every BoS member around me was scaled to within 3 levels of me. I'm pretty sure they just made his default weapons so insanely OP that they'd be insta-kills no matter what level Liberty Prime himself spawned at.

Frankly I'm surprised he didn't kill the Mirelurk Queen with just one shot.
