Changing default actor levels

Ok, so I've finished modding my game and am ready for another play through but am trying to change one final thing before I begin. I want to change the minimum level that soldiers spawn at, from the base game and the mods ive added (immersive patrols) . Can this be done in TES5EDIT and if so how?

 

Basically in an ideal world soldiers, both stormcloak and imperials, would be much stronger than they currently are in the default game, as the ones set by immersive patrols quickly become extremely weak in comparison to the permazones encounter zones mod makes all other enemies. So i'm simply looking to change actor values so that soldiers can be made tougher in the late game. How do I go about this, thankyou.

Open up Immersive PatrolsII.esp in TES5Edit and then open up the Non-Player Character (Actor) subsection. Find any NPCs you want to edit and change the following lines from the defaults to what you want (most of the patrols use the numbers below fyi):

 

Level Mult = 1.00000

Calc Min Level = 1

Calc Max Level = 81

 

Level Mult is the NPC level x the players level - a 1 in the field indicates that the NPC will neither be higher level or lower level than the player, respecting the min/max settings below. Min level and max level should be obvious, the NPC will never be lower level than the min or higher level than the max. If you want all the soldiers to spawn at a high level and never be weak, set Min Level = 25 or something and they'll never be any lower than level 25.

Would this change also change all the standard vanilla skyrim soldiers then? (I'd want a min level for every soldier in the game to be around lvl25)

No, this will only affect soldiers from the Immersive Patrols mod if you do exactly what I said. If you want it to affect all soldiers in the game, you'll need to load up Skyrim.esm and then edit all the soldier entries in the CK first, saving any changes you make as a new esp file and then placing this esp file in your load order. Don't try to edit Skyrim.esm itself, make a new mod that is an override of whatever changes you want to make to the soldiers.

I'm having a similar problem now. I've changed the npc's level mult and max level, but they both remain at their vanilla levels, alongside the npc's stats. They have a vanilla class, and are set to auto calc stats.

 

Any help? I've loaded this esp last.
