Drawing weapon (or fists) make my character move slower.

Like the title say's when i draw weapons my character move slow until i put the weapon's away and sprint. i'm using mods but non seem's to be the cause. here is my load order (that i alway's keep updated with loot)

I had Tk doge and tk combat but i uninstaled it manually i had Attack commitment to but i uninstaled it i tried old savegames without any of my newer instaled mods and the problem is still there i thought it could be a script malfunctionning or something but even when i try with a savegame that never touch any of my newer mods the problem still persist.
all my files are cleaned with Tes Edit. if i could get help that yould be really apreciated Thank you.

i just found the problem :/ it come's from third era attribute additional perk this is an intended feature just disable it... boy if i had konwn at least this will hlp pepole that have the same "issue"
