Just download a MGSV table for Cheat Engine if you want the equivalent of cheat codes. A more long-term solution (one not dependent on other people) is to complete its short text-based tutorial and then try to find static addresses and pointers. Finding a static health address is pretty easy and takes all of two minutes once you learn how to use the tool. Another option is the Infinite Heaven mod. You can scale your health to something like 4x the normal amount, and scale up/down enemy health, vision, and hearing. For skipping missions TppStory.lua is probably the file you'd want, though modifying it would likely screw up the story sequence and risk making key events not happen.
