CTDs and ENB doesn't work

Before I start, I want to say that I am a real noob when it comes to modding.
I've been trying to learn things by myself, but that hasn't been working out, so I have two problems.

The major problem are the CTD's.

Whenever I'm in a populated city or I'm entering or exiting (mostly when exiting into the open world) a building, there is a very high chance of my game crashing.
As a mod noob I do not know what to do, but it probably has something or everything to do with my load order.

Sot that's a list and a half, I hope it is useful.

My second problem is not as drastic.

I recently installed the Noir ENB by rusey following the instructions of the mod page and downloading
the wrapper version of Everybody Needs Boris as you call it. After changing my prefs, I launched the game and
the message in the top left corner didn't appear. When I loaded my save, there were no visual changes.
